Meeting in Lisbon on Angling World Championships

(22 February 2006)

CIPS represented by Mr Ordan and Mr Matteoli
CMAS represented by Mr Ferrero
Portugal represented by: Mr Baptista, Portuguese Angling Federation; Mr Da Cunha, Portuguese Sea Angling Federation.

During the course of the day a number of topics were discussed:

Invitations: in addition to Portuguese authorities invited to the opening ceremony, it was also decided to invite AGFIS representatives. A joint CIPS-CMAS letter would be sent to the general director. The question of hosting AGFIS guests was brought up, but no decision was taken, pending their reply.

Environment Symposium: the Portuguese Federation informed the meeting that the city of Lisbon would make available a room for 150 participants, with simultaneous translations in French and English. The symposium could take place on the afternoon of 9 September. It was decided, before settling the matter, that Mr Fergusson, Fips Mouche president, would be consulted, as this Federation would be holding a symposium on the same subject at the conclusion of its championships. It should be stressed that this proposal had already been put forward for the Palermo Congress, and that the Praesidium had taken due note of the readiness to discuss matters pertaining to the environment and the protection of sea and freshwater species.

Brochure: more than one request was received to the effect that brochures informing about events, prices, hotels accommodation, fishing venues, CIPS disciplines and tourism be prepared well in advance and made available to international Federations so that they can be passed on to Nations that have not yet joined but expressed the desire to join the CIPS. This documentation would serve to invite them to take part.

Anti Doping: the Portuguese government expressed the desire for drug tests to be carried out during the championships. Matteoli requested that federations be duly informed. It was agreed that an informative letter should be sent by international federations to their members, the national federations, and the list of banned products and substances would be published on the Cips website.

Clothing: it would be preferable for teams appearing behind their national flags to be suitably attired during the opening ceremony (i.e. wearing uniform, shirt, tracksuit, etc.), whatever the discipline they are taking part in. This would be communicated to national federations in the aforementioned letter.

Opening ceremony: the time frames agreed during the Lisbon Praesidium meeting would be maintained. Battista reported that transport arranged by municipalities and communities would be perfectly coordinated, and that participants, depending on the bus journey, would be given drinks and sandwiches. After the ceremony they would again have the opportunity to refresh themselves before departing for the competition venue. Again with regard to the ceremony, the "time factor" was raised, warning that the national anthems and team presentations should not take up more than 60'. The time required for official opening addresses should be added (30') - Thus 1h 30'. This limit should not be exceeded. Matteoli, Ferrero and Ordan proposed that a run-through be held to time operations and synchronise the duration. Organisers were asked to consult experts about the ceremony, the transfer of teams and the entrance, anthems and presentation of teams.

With regard to the presentation of Tahiti, Ferrero would deal with protocol matters.

The Portuguese, Cips and Cmas flags would be present around the podium. Matteoli, Ferrero and Ordan would arrive in Lisbon a few days before the opening (date to be confirmed) in order to prepare the ceremony with Portuguese federations.

During the course of today's meeting further contacts were made with the Portuguese freshwater, sea and underwater activities federations. These contacts were mainly concerned with the need to enhance information provided to participants regarding: fishing venues, fish species, minimum sizes, organisational aspects, accommodation (hotels, restaurants, etc.) transport and prices. Ordan handled sea matters, Matteoli, freshwater matters. Questions were also asked about fly fishing activity. Organisers undertook to quickly provide explanations for each matter raised.

After the meeting there was the presentation of the angling world championships, conducted by Portuguese federations. This was attended by representatives of the Ministry for Sport and the Mayors of municipalities where the event would be taking place.
